Functions of Social Welfare and Bait-ul-Maal Department District Khushab
Social Welfare and Bait-ul-Maal Department perform following functions:
- Registration, technical assistance and monitoring of social welfare agencies
- Social protection including institutional care, skill development and rehabilitation
- Registration, assessment, training, employment, and rehabilitation of special persons
- Eradication of social evils
- Coordination with and grant-in-aid to non-governmental organizations Relief during calamities and emergencies
- Financial assistance to poor and needy through Punjab Bait-ul-Maal
District Industrial Home (Sanatzar)
District Industrial Home (Sanatzar) Khushab Established in 1986
- District Industrial Home Khushab is a training cum production center and commonly known as Sanatzar
- DIH was established back in 1986 with the aim to provide an opportunity for the socio-economic uplift of women
- The basic idea behind this scheme was to utilize the spare time of women by providing trainings in various crafts and other skills to make them financially sound so that women can contribute in the income of their families by arranging center/ order work for trained workers
Objectives
- Providing training to women in local and special crafts of each District and enroll them for order work
- Providing order work on wages to manufacture products of saleable / marketable standards for local and foreign markets
- Preparing prototypes of local crafts popular in Khushab district and supply their standard design to local and foreign market to obtain bulk supply orders
- Organizing frequent melas / fairs for the purpose for popularizing the products of District Industrial Home (Sanatzar) Khushab as well as providing additional out-lets for the marketing of these products
- Training of teachers of Industrial Home Located at lower level at the District Industrial Home or through mobile teams of the technical staff of Sanatzar

Objective
- The main objective of the Department is to empower NGOs to identify, develop, execute, manage and evaluate their programs after their registration under The Voluntary Social Welfare Agencies (Registration & Control) Ordinance, 1961
- Organize the community to achieve the Sustainable Development Goals (SGDs) and establishment and registration of NGOs
Services
- Registration of NGOs intended to offer services at local, district and provincial level
- Maintenance and updating of database of all NGOs registered under the law
- Formulation and implementation of inspection, monitoring and evaluation mechanisms for NGOs
- Follow-up of audit and accounts of NGOs
- Preparation of uniform standards for services rendered by NGOs
- Coordination among NGOs and other development organizations with regard to the NGOs development program
- Coordination with Deputy Director(SW) in organizing seminars, training workshops for NGOs’ capacity building and other development programs at provincial and district levels
- Provide guidance and technical support to NGO to serve the humanity
- Preparation of feasibility report and complete other code formalities for the registration of NGOs
- Provide trainings and capacity building in NGO management
- Liaison with different departments and philanthropists for provision of services to those in need
- Help poor, deserving, source less, sick, disables, widows and disaster effected people in treatment, psychological and social therapy, treatment and operational expenses
- Create awareness among masses regarding different chronic diseases through seminars and walks
- Organize different events to provide entertainment to the masses (e.g. Khawateen Mela)
- To sensitize community through seminars, walks electronic and print media
- Celebrate all National and International days to create awareness and importance of the day
- Collection of donation through Patient Welfare societies (PWS) to help the deserving Patients
- Distribution of wheel chairs and other equipment for the disables
- Empower the neglected sections of the society e.g. transgender, baggers, drug addicts

Functions of Medical Social Services Units
- To organized PWS in the hospital
- To establish voluntary hospital visiting committee
- To establish drug bank for providing free medicine to the poor patient
- To collect blood donation for poor patient
- To provide artificial limbs & eye - glasses to needy patients
- To help patient in getting compensation from their employers
- To help & motivate the hard cure addicted to leave psychotropic substance
- To run the activities of health welfare committee for which the funds are provide by the district Zakat committee on the basis of bed strength of DHQ hospital &THQ hospital. Account is jointly operated by MS &MSO
- Medical social Services units are particularly for needy patients.
- There are total 110 Medical social services units working at national level hospitals DHQ’s and THQ’s in the Punjab.
- MSSU are providing financial assistant to poor patients through health welfare committee and patients welfare society in all over the Punjab.
- Funds are allocated by the Zakat Department and calculated for the indoor and outdoor patient in the hospital.
District Shelter Home (Dar-ul-Aman) Khushab
Aims and Objectives
- To provide immediate boarding and lodging facilities for family disaster / disadvantaged women / girls in distress
- To provide immediate medical relief to residents
- To provide legal assistance to women in stress
- To provide psychosocial counseling and guidance to the residents
- To impart training in marketable skills to the residents so as to enable them to engage them in self-employment after their release from Shelter Home
- To arrange reconciliation between residents and their families regarding family disputes
- To provide recreational facilities during their stay
- To impart religious training and advocate parental, societal and religious values

Bait-ul-Maal Committee
Function of District Bait-ul-Maal Committee Khushab
Punjab Bait-ul-Maal Ordinance 1989 was promulgated on 24th January-1990. It was followed by promulgation of Punjab Bait ul Maal Act on March 30, 1991. Punjab Bait-ul-Maal Act, 1991 was Amended in 1994. Now it is functioning under the Punjab Bait-ul-Maal Rules 2003 (Amended).
District Bait ul Maal Committee, Khushab is proving the following services:
- Relief and rehabilitation of the poor and the needy persons
- Educational assistance to the poor and deserving students
- Medical treatment to the poor patients
- Grant to poor persons for marriage of their daughters
- Grant in Aid to NGOs for rehabilitation of local community
- Financial Assistance to special persons
Shaheed Benazir Bhutto Centre for Women Khushab
Due to Economic dependence of Women on men & the prevailing norms supporting male domination, the cases of domestic violence are increasing day by day. The victims of domestic & social violence do not have any Legal & medical assistance and have to temporary shelter in emergencies. The Government is genuinely committed to eliminate all sorts of discrimination against women. Establishment of Women Centre is another break through towards combating Violence and discrimination against women. Women Centre Khushab has been established with the Support of Ministry of Women & Development Islamabad but after 18th Amendment these Centre handed over to Punjab Government under the supervision of Directorate General of Social Welfare and Bait-ul-Maal, Lahore and has been working successfully since November, 2006.
In short, Women Centre is a place where violence can be referred and help is provided round the clock. Cases are registered when the applicant appears in person or her relatives or friends report her dire condition.

The objectives of Women Centre are elaborated as below.

- Provide Free legal, medical aid & counseling services of them
- To Investigate cases of violence and prepare the case studies
- To collect and maintain data & statics
- To promote the values, Principles and Laws of Human rights established by Islam
